Evaluation of the Framework Partnership Document France - Comoros

The Framework Partnership Document (FPD) defined for the period 2006-2010 the main axes of cooperation between the Comoros and France as well as a financial envelope comprised between €m 79 and 88. It showed the French will to support the Comoros in their efforts to revive their relations with the international community. The objective of this evaluation was to : • Assess the process of definition, implementation and monitoring of the Framework Partnership Document with respect to the evolutions of the political context, the national sector strategies, and the interventions of other donors ; • Draw lessons on the sectors to be favoured in the future and to better the efficiency of the programme, with a specific focus on the institutional system to be set-up and the cooperation instruments. This evaluation a posteriori had a specific range since it was the first external evaluation of the FPD tool. It therefore also aimed at giving an account of the tool itself for the Comoros. The evaluation was based on a set of 13 Evaluation Questions aiming at covering the different aspects of the French strategy in the Comoros, in particular: • The relevance of the strategy with respect to the priorities of the Comoros and the evolutions of the political context; the Comoros being a fragile state ; • The internal coherence of the logical framework; • The readability and visibility of the FPD ; • The efficiency in the implementation of the FPD; • Aid modalities, in particular the benefits of the FDP tool. • The results obtained in the following sectors: health; agriculture; productive sector (microfinance); water; governance and ; higher education and research ; sports ; and support to civil society (decentralised cooperation ; Comorian diaspora ; small projects of proximity) The evaluation has been articulated around a documentary analysis at a general level, an in-depth study of a selection of 12 projects covering half of the French portfolio, and two field missions where all key stakeholders have been met.
