Evaluation of the EU co-operation with Islamic Republic of Pakistan

This Evaluation of the EU Cooperation with Islamic Republic of Pakistan was commissioned by the Evaluation Unit of DG for development and cooperation-Europeaid from the European Commission. This country evaluation had a double purpose. It aimed at providing an overall independent assessment of the European Union’s past and current cooperation of the European Union with Pakistan. This has been done with a view to also identify key lessons and recommendations with a view to improve future strategy and delivery in the country. The time scope was the period 2007-2014, but the evaluation also assessed the intended effects for the period under the programming cycle 2014-2020. In terms of thematic scope, as a strategic evaluation, it assessed the overall approach of the EU in Pakistan. The evaluation had however a focus on the three main sectors of EU Cooperation in the country: rural development, education and governance. In addition to these sectors, the evaluation covered trade related assistance and examined to what extent programming and implementation took into account gender equality and environment sustainability. As far as concerns the legal scope, the evaluation looked at all official commitments that concern the overall engagement with Pakistan and all the financial instruments relevant to Pakistan. It also examined the appropriateness of the mix of aid modalities, in the three sectors evaluated. Apart from projects and technical assistance, this also included budget support.
