Evaluation of the EU’s cooperation with Central America (2007-2012)

This Evaluation of the EU Cooperation with Central America was commissioned by the Evaluation Unit of DG for development and cooperation-Europeaid from the European Commission. The main objectives of this evaluation were:  to provide the EU and the public with an independent and a global evaluation of EU past and current cooperation relations and partnerships with Madagascar,  to identify key lessons and formulate recommendations to improve current and future EU’ strategies, programmes and activities. The scope of the evaluation covered the overall engagement with Central America during the period 2007-2012. The focal sectors assessed were: strengthening the institutional system, the economic integration, the security and the environment (climate change, management of natural resources, sustainable energy…). Cross-cutting issues like gender, labour, transparency and good governance had also been considered. Moreover the Evaluation looked at the donor coordination, the coherence with the neighbouring regional strategy and the possibility to integrate SICA member states such as Belize.
