Evaluation des opérations d’aide budgétaire au Maroc de 2005 à 2012

This joint evaluation (European Commission, France, Spain, Morocco) focused on all budget support interventions financed by seven donors (EC, AfDB, EIB, WB, AFD, AECID, KfW) in a range of sectors (education, health, financial sector/private sector, public governance, agriculture, energy, housing/human development, transport, water) over the period 2005-2012. It used the OECD/DAC methodological approach for the evaluation of budget support (3-step approach). In Morocco, only Sector Budget Support programmes have been provided over the period. The evaluation covered 54 budget support interventions (€3.58 billion disbursed) over the period. The three-step approach has been applied to education, health, and the financial sector. Support to public governance (public financial management and public administration reform) has been reviewed in depth through Step 1 of the approach. All the other sectors have been covered through Step 1 as well; the analysis has not covered public service delivery in those sectors. This evaluation has been structured around a set of evaluation questions addressing the following themes:  Four questions covered all the sectors in which BS operations were provided. They focused on the relevance of the operations; on their effects on policy dialogue and on capacity building in all the sectors covered; and on public policy management and implementation in all sectors covered.  Two questions addressed transversal issues on external funding and on budget management as well as public administration efficiency in all sectors (levels 2 and 3 of the evaluation framework).  Two questions focused on the induced outputs of Budget Support operations, including on public service delivery in the sectors retained for Step 2 of the methodology (education, health and financial sector).  Results and impacts have been analysed at the macroeconomic level and for education, health and the financial sector.  One question focused on Step 3 of the approach which confronted the results from the analyses carried out for the EQs covering Step 1 and Step 2.
