Evaluation de la coopération de l’Union européenne avec la République du Tchad (2008-2013)

This Evaluation of the EU Cooperation with Chad was commissioned by the Evaluation Unit of DG for development and cooperation-Europeaid from the European Commission. The main objectives of this evaluation were:  to provide the relevant external co-operation services of the European Union and the wider public with an overall independent assessment of the European Union's past and current external aid and partnership relations with Chad, its implementation over the period 2008-2013 (considering the political and security context over the evaluated period), and the expected impacts over the period covered by the programming cycle;  to identify key lessons and to produce recommendations in line with choices made in the EDF 11 programming cycle (2014-2020) in terms of sector priorities, aid modalities and financial instruments. Challenge of this evaluation: This study reflected the willingness of the Commission to improve the efficiency of its engagements in a fragility context. Even if the European Union – and the International Community – have started analyzing their engagements in fragile states for more than 5 years, few references exist on evaluation of this type of engagements. The scope of the evaluation: The overall EU engagement with Chad, including agreements, the co-operation framework and any other official commitments, as well as their implementation, during the period 2008-2013. Changes in the European Union institutional context during the period of focus, particularly, the creation the European External Action Service (EEAS), were considered. The evaluation covered the main sectors, such as governance, water and sanitation, food security, and transports and regional integration. Coherence and complementarity of engagements in these sectors with regional, sub-regional and non-programmable aid were also assessed. Humanitarian aid interventions (ECHO) and European Investment Bank (EIB) interventions were out of the evaluation scope, but their complementarity and coherence were assessed.
