Evaluation de la coopération de l'Union européenne avec la République de Madagascar : 2002-2012

This evaluation of the European Union (EU) cooperation with the Republic of Madagascar (Madagascar) was requested by the European Commission Directorate-General for International Cooperation and Development-EuropeAid Evaluation Unit. The main objectives of this evaluation were:  to provide the EU and the public with an independent and a global evaluation of EU past and current cooperation relations and partnerships with Madagascar, while considering the difficult political context in which the country is involved since January 2009;  to identify key lessons and formulate recommendations to improve current and future EU’ strategies, programmes and activities. Recommendations have considered the roadmap to end the crisis, and the withdrawal or not of the article 96. The evaluation scope covered all cooperation strategies and agreements, as well as any other official commitment between EU and Madagascar, and the activities linked to their implementation over the period 2002-2013. The mains sectors evaluated were Infrastructures and Transport, rural development and food security, and good governance. Coherence and complementarities of support in these sectors with regional strategies, sub-regional and non-programmable aid were also considered. According to this, coherence and complementarities of humanitarian aid interventions (DG ECHO), including DIPECHO I to III, were analyzed, even if they were out of the scope of this evaluation.
