EU Approach to Building Resilience to Withstand Food Crises in African Drylands (Sahel and Horn of Africa) 2007-2015
The EC has contracted ADE to undertake a strategic evaluation of its approach to building resilience to withstand food crisis in African drylands (Sahel and Horn of Africa regions). The evaluation aims at to provideing an independent and evidence-based assessment of the subject matter, for informing key EU decision-makers (and other stakeholders) with a view to adjusting current and future policies, practices and actions in this area.
The objectives of this evaluation are:
- to provide the relevant external co-operation services of the European Union and the wider public with an overall independent assessment of this subject area
- to identify key lessons and to produce recommendations to improve current and inform future choices concerning EU’s approach to building resilience to withstand food crises.
The scope of the evaluation is the EU support (through DEVCO, EEAS, and ECHO’s engagement) on the areas of food security, nutrition security, and sustainable agriculture, over the 2007-2015 period, and in the Horn of Africa and the Sahel regions (in 25 countries), with emphasis on 9 countries. The instruments and modalities concerned are: the EU’s core instruments (incl. FOOD, DCI-FOOD, EDF and ECHO HIPs) and aid modalities (incl. projects/programme approaches, TA and budget support).
Challenges of the evaluation:
• Resilience is a young an evolving and multi-sectoral concept in external aid – it is to be expected that there will be adjustments.
• This The evaluation presents a scope is wide and diverse and scope which covers significant funding, many multiple instruments, modalities, countries, etc., on a multi-sectoral theme. Moreover, while the scope is being limited through a geographical focus (Horn and Sahel), it is also increased by covering DEVCO, EEAS and ECHO actions.
• The security situation in the Horn of Africa and the Sahel presents challenges in terms of access to specific countries/regions/locations and stakeholders.
