Organisationnal Assessment Sénégal

On account of the Belgian State and other donors BTC executes development projects in partnership with local public sector partners. Until now, in implementing these projects mainly own systems (procedures and tools) have been used. For procurement BTC already uses partner country systems. In the context of the Paris Declaration this approach will significantly change. In execution more and more responsibility will go to the local partner and national systems will be used increasingly. In a first stage, when using national systems, Belgium will focus on financial management and procurement. In this respect, Belgium follows the European approach. The degree to which the national systems will be used and the degree to which the management will be delegated to partner instances will to a large extent depend on the quality of local public finances and procurement. Before determining the execution modalities of interventions and the risk mitigating measures, first, assessments will be conducted. First of all, overall assessments will be organized. Then, organizational assessment will be organized in order to provide Belgium with the relevant information for deciding, in the last step of the project formulation, if it is not counter-productive to use national execution in the specific context of the project and the target organization, whether at central level (like a ministry) or decentralized level (like a district or a commune). The assessment will assess the organization’s performance, look at its overall capacity (mandate, organisational structure, etc.) identify the specific risks of using each PFM component and procurement and identify the risk mitigating measures that might be applied if national execution is used. The organisational assessment will take into account the knowledge of the national and sector levels gained through the overall assessment.
