Evaluation of the Central Invest Programme

In the framework of the Regional Strategy Paper for Assistance to Central Asia 2007-2013, the "Central Asia Invest" (CAI) Programme has been launched to strengthen the private sector development in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan). This regional programme aims at reducing poverty in Central Asia through the development of the private sector. Special emphasis is given to the development of Small and Medium Enterprises (SMEs), with the aim of encouraging their gradual integration in the national and international market economy and of extending the benefits of economic growth to a wider proportion of the population. The CAI programme is working on 2 levels: 1. On the meso-level (component 1), through Central Asia Business Intermediary Organizations to improve their services to SMEs (capacity building) 2. On the policy level (component 2), to improve the overall business climate and to encourage regional economic integration. The general objective of the assignment was to carry out the Evaluation of the Central Asia Invest programme in order to assess the performance of the programme to date, to identify key lessons learnt and to propose practical recommendations for future actions, notably in the framework of the starting programming period for a possible next phase of the programme.
