Study on Social Protection in sub-Saharan Africa

Social protection refers to policies and actions that enhance the capacity of all people, but notably the poor and vulnerable groups, to escape from poverty, or avoid falling into poverty, and better manage risks and shocks and, aim at providing a higher level of social security through access to health services and income security and facilitate access to essential services throughout active and inactive periods and periods of need throughout the lifecycle. Social protection is an important element in EU development policy, expressed in several policy documents. The European Commission is preparing a Communication on Social Protection in EU Development Cooperation expected to be adopted in the second half of 2012. In the framework of development cooperation the EU is supporting a number of social protection projects/programmes in various countries for example Moldova, Kyrgyzstan, Tajikistan, Ethiopia, El Salvador and China. EC related to social protection in sub-Saharan African countries has been rather limited, but is now growing. The EC is also supporting social transfers within food security programme in several countries. Therefore, the global objective was to strengthen policy formulation and programming of EU support to social protection through a solid and, as far as possible, comprehensive knowledge base addressing the role of social protection in reducing inequality and poverty and in promoting pro-poor growth and social cohesion.
