Programme-based evaluation of the crisis response and crisis preparedness components in Zimbabwe under the EU’s Instrument for Stability for the period 2009-2011.

The Instrument for Stability (IfS) was introduced by the European Commission to respond urgently to the needs of countries threatened with or undergoing severe political instability or suffering from the effects of a technological or natural disaster. The IfS Programme in Zimbabwe was adopted in 2009 and called the Exceptional Assistance Measure. The aim was to contribute to the political stabilization in Zimbabwe by providing critical support to sustain delivery of essential services, strengthen the food security, promote democratic reforms and cover funding gaps where appropriate. The objective of the assignment that was carried out was to conduct an evaluation of the IfS programme in Zimbabwe. This was the first programme-level evaluation since the adoption in 2009 of the Exceptional Assistance Measure. The evaluation analysed the conceptual, political and operational value of the IfS within its institutional and policy framework and also identified the achievements, shortcomings and lessons learned in Zimbabwe.
