EIDHR support to EU Delegations

An important part of the European Instrument for Democracy and Human Rights (EIDHR) is directly implemented on the ground by EU Delegations. In order to do so, the EIDHR Country Based Support Scheme (CBSS) offers to EU delegations annual allocations between 300 000€ and 3 000 000€. Moreover, the extension of CBSS operations represents a success in spreading Democracy and Human Rights operations in the field. While in 2007 only 44 delegations were implemented CBSS projects, it is planned that in 2012, 100 delegations will implement CBSS worldwide. Nevertheless, the nature, the scope, the sensitivity and often the small size of CBSS operations continue to remain a difficult and challenging mandate with high transaction costs and risks both in operational and political terms. It is therefore essential to provide further dedicated quality support to Delegations. The objective of this assignment was to provide pack of supporting measures to the implementation of EIDHR projects by EU Delegations. This action was expected to enhance quality support to delegations in the areas of Governance, Human Rights, Democracy and Gender as well as to further speed up and improve the implementation of EIDHR projects.
