EEAS Formation - Budget support - Project Cycle Management - JED
The Junior Experts in Delegation programme, also known as the JED programme, aims to provide qualified University graduates from EU Member States with invaluable experience in the European Union’s External Service Delegations situated in particular in developing countries. The initiative is sponsored by the European Commission and the Member States of the European Union. It enables successful candidates to be employed as a full member of the ‘administrative and technical staff’ of a Delegation for a total period of two years maximum.
ADE organized for these 60 junior experts two trainings during their seminar’s weeks in Brussels. The first one was a 3-days training on Project Cycle Management. The main subjects were :
• The project Cycle – The Logical Framework
• Stakeholders Analysis and Institutional capacity assessment
• External Factors, assumptions and risks
• Indicators and means of verification
• Monitoring and evaluation, Quality Framework
The second one was a training on Budget Support which considered the following themes :
• What is budget support and why and where should it be used
• The Eligibility Criteria and the Assessment Process for Budget Support
• Assessing the eligibility criteria: How to use a PEFA Assessment
• The Key Design Variables for Budget Support and how to use them
• Budget Support implementation procedures
