Technical Assistance for the Support to Trade Programme (AIDCOM)

The overall objective of AIDCOM Program is to support the DRC government in its efforts to make the economy more competitive at domestic, regional and international levels to prepare for integration into the global economy in the context of EPA. It will contribute to the establishment of conditions to create an environment conducive to investment, sustainable development and integration into the global economy. The objectives of this project are as follows. Comp 1: Improving the legal and judicial security: the essential modernization of commercial law and accounting of the DRC by its accession to a treaty (OHADA) and the implementation of business law with a good international reputation, while also strengthening the judicial system through the establishment of commercial courts in the economic centers; Comp 2: Trade facilitation and customs reform: to achieve a greater fluidity of commercial transactions and an improving economic governance (reducing corruption) through the modernization and computerization of customs procedures and interconnection services; Comp 3: Capacity building in trade policy: strengthening economic decision-making and business through access to information and analytical tools needed, and help the country develop a better ability to negotiate on the international scene; Comp 4: Support to quality and development of exports: supporting the competitiveness of nontraditional exports, facilitating the adoption of quality practices by companies and access to laboratories. Generally, technical assistance is in charge of: • Coordination, annual planning, implementation, monitoring and reporting of two of the four components of the AIDCOM program (Comp 1. Improving the legal and judicial security; and Comp 3. Capacity building in trade policy) and part of the other two components (Comp 2 and 4); • Provide financial and contractual management of actions implemented by institutions and bodies concerned for the two components mentioned above (1. and 3.). This assignment has been realised in a French speaking country.
