External evaluation of the evolution of the scientific and technological intermediation system in Wallonia, steered by the “Technologicial Stimulation Agency” (AST)
In 2006, the Walloon Government created the « Technological Stimulation Agency » (AST) in the framework of the “Priority Action Plan for the Future of Wallonia” in order to strenghten the efficiency and the visibility of the scientific and technological intermediation system, to put together and rationalize a network of 50 active structures and to create an unique coordination structure.
The global objective of the external evaluation of the evolution of the scientific and technological intermediation system in Wallonia was to assess the missions and achievements of the AST’s actions since its creation in 2007 until end of 2010. On the basis of this assessment, recommendations were formulated to be used for the revision of its missions and means of action.
More specifically, this evaluation aimed at :
• Analyse to which extent the AST has achieved its missions stated in its management contract;
• Conceive, carry out and analyse a survey among three different groups of entreprises and other stakeholders
• Give an overall assessment on the relevance of AST’s action, internal coherence of its different activities, efficiency of its action, role in the system (effectiveness and external coherence);
• Formulate main recommandations out of these analysis and define guidelines for the next management contract.
