Identification and formulation mission for support to rule of law, accountability and anti-corruption in Ghana

Ghana rates highly on most of the basic measures of democracy, including protection of fundamental civil liberties and human rights. Where Ghanaian democracy may be less successful is in the nature and scope of the participation of most political actors in the country’s governance processes and institutions beyond elections. Several weaknesses can be identified regarding the Rule of Law Taking into account the above mentioned challenges the EU Delegation to Ghana, in its first phase of programming of the 11th EDF (2014-2020), has proposed "Promoting good governance, the rule of law and accountability" as the overall objective of the Governance sector and Enhanced the rule of law and the fight against corruption has one of the specific objectives. The global objective of the assignment was to assist the EU Delegation and the NAO in the identification and formulation of a possible support programme to enhance effective and responsive justice, accountability and anti-corruption in Ghana. The specific objectives of the assignments were to identify and subsequently formulate a detailed programme design, including activities, expected results, implementation modalities, delivery mechanisms, budget estimate, and a logical framework.
