Final evaluation of the Support to Decentralisation Programme

Since 1995, the Government of Uganda (GoU) has embarked on a reform of Local Government structures. Uganda’s vision for the reduction of poverty is articulated in the Poverty Eradication Action Plan 2004/5 – 2007/08 (PEAP). The PEAP recognises the importance of decentralisation as a key policy of the Government, which provides a means of strengthening local governance, and poverty reduction through decentralised service delivery especially in social sectors. The Support to Decentralisation Programme (SDP) promotes both institutional capacity building for local governance and improved access to social services by local populations. The Programme aimed to make a contribution to sustainable and equitable development and poverty reduction through active participation of citizens in local development and improved governance by Local Governments with the purpose to improve the capacity of Local Governments in the selected 19 districts for effective and sustainable service delivery through empowering local populations to demand better services and to strengthen communication mechanisms and downward accountability towards Lower Local Governments, civil society and population at large. The final evaluation, which has been foreseen in the Technical and Administrative Provisions of the project’s Financing Agreement, has provided the decision-makers in the Government of Uganda, the relevant external co-operation services of the European Commission and the wider public with sufficient information to: • make an overall independent assessment about the past performance of the project/ programme, paying particularly attention to the impact of the project actions against its objectives; • Identify key lessons and to propose practical recommendations for follow-up actions and future programming.
