Approfondissement et finalisation de la phase d'identification du Programme Régional d'Accompagnement du Développement dans le cadre de l’APE en Afrique Centrale (PRADA)

There are two Regional Economic Communities (REC) in Central Africa: (i) Economic and Monetary Community of Central Africa (CEMAC), and (ii) Economic Community of Central African States (ECCAS). A Common Market and a Monetary Union exist among the CEMAC countries. They continue the process of building a common market from major achievements (including customs union and common currency). However, and in general, the application of Community law by Member States is imperfect and different from a country to another. Central Africa and the European Union are committed since 2003 in the preparation and negotiation of an Economic Partnership Agreement (EPA). More specifically, the EU supports the competitiveness of the productive sectors affected by the EPA to help the absorption of net fiscal impact of the EPA in full complementarity with the particular tax reforms, to support accompanying measures related to the implementation of the rules laid down. Various negotiation meetings AC-EU, in 2011, have showed the commitment of both parties for the establishment of a Regional Program for Assistance in Development as part of the EPA (PRADE). The overall objective of this project was to support the Central African region in the preparation of an accompanying program of the EPA. The specific objective was to support the region, particularly the National Committee of EPA Negotiations CONGO in the framework of the mandate entrusted to it by the Regional Committee of Negotiations on the development dimension of the EPA for the PRADE.
