Needs assessment for the Ministry of Industry and Trade within the framework of the EU-Jordan ENP Action Plan
Over the years, Jordan and the EU have consolidated their close partnership, in particular in the framework of the European Neighbourhood Policy (ENP). An advanced partnership was reached in October 2010, which improved the framework of the EU-Jordan ENP Action Plan.
The implementation of the Action Plan contributes to the long-term objective of sustainable development. It will:
- Significantly advance Jordanian standards to those of the European Union.
- Build solid foundations for further economic integration based on the adoption/implementation of economic trade-related regulations with the potential to enhance trade, investment and growth.
- Help to devise/implement policies and measures to promote economic growth, employment and social cohesion, in order to reduce poverty and to protect the environment.
The Ministry of Industry and Trade (MIT) is considered the Jordan’s Government principal economic and industrial development agency. Given its central role in the economy, MIT has been mandated by the Government to: formulate then execute overall economic/industrial/trade policies and programmes; as well as to regulate economic activity in the Kingdom.
The Action Plan sets out comprehensive actions which require Technical Assistance (TA) from the EU within the scope of the Association Agreement. The essence of the present project was to conduct an in-depth analysis of the needs, prioritising and reaching a well-defined package of TA support linked to the EU-Jordan Action Plan, in order to develop EU-Jordan relations in the field of trade and industry. The overall objective was to support the Jordanian administration in the implementation of the revised EU-Jordan Action Plan. The specific objectives were:
1) Working closely with the Programme Administration Office (PAO) of the Ministry of Planning and International Cooperation, the EU Delegation and the MIT in identifying priorities plus an efficient and well coordinated package of technical support to MIT’s relevant departments in line with the EU-Jordan cooperation framework.
2) Drafting the Terms of Reference (ToR) and tender documents for a Technical Assistance project for MIT.
