Support Ministry of Economy in “Deep and Comprehensive Free Trade Area” Related Mapping of Assistance

The Republic of Moldova benefits from Autonomous Trade Preferences, which have been extended until 2015, and has recently started negotiations with the EU on the establishment of a Deep and Comprehensive Free Trade Area (DCFTA) within the context of the Association Agreement (AA) negotiations. In order to support the implementation of AA related reforms, the EU has increased its support to Moldova. In the context of the Eastern Partnership initiative a so called "Comprehensive Institution Building Programme" (CIB), has been established to provide further assistance in the implementation of reforms stemming from the AA negotiations and its future implementation. For Moldova an indicative amount of 41,16 million Euros has been earmarked for the CIB, and the broad intervention areas have been defined in a Framework document which has been signed by the EU and the GoM in November 2010. One of the three priority sectors defined in the Framework agreement refers to the implementation of DCFTA related reforms and targets institutions such as the Ministry of Economy, the National Agency for the protection of Competition (NAPC), the State Agency on Intellectual Property (AGEPI), the Ministry of Agriculture and Food Industry (MAFI), the General Inspectorate for Phytosanitary surveillance and seed Control (GISC), the Sanitary-Veterinary and Animal Origin Food Safety Agency (FSA), the Ministry of Health's Public Health Service. The general objective is to contribute to the negotiation and implementation of DCFTA related reforms. The specific objectives are to identify priority areas for EU support in the context of the DCFTA related CIB component, and elaborate ToRs for the respective priority projects.
