Final Evaluation of the Sudan EPA Negotiations and Implementation

Sudan is a member of the Common Market of Eastern and Southern Africa (COMESA) and the ESA group that currently negotiates with the EU on an Economic Partneship Agreement (EPA). In that context the overall objective was to contribute to the establishment of an EPA between the EU and the ESA states that will maximize the benefits Sudan can derive. The assignment had to evaluate the relevance, efficiency, effectiveness, sustainability of the entire implementation of the SENIS (Sudan EPA Negotiations and Implementation Support) project including the start-up period Programme Estimates and two implementation Programme Estimates and to measure its impact versus the intended objectives and the evolution of the needs on the various trade agendas in Sudan.
