Formulation of the Support Program to the Coordination Mechanism for the Implementation and the Monitoring of the follow up of the 10th EDF RIP for Central Africa (PAMEC)

The Central African 10th EDF PIR (€ 150m) had three focus areas (economic and trade integration and support of the EPA, political integration, and management of renewable natural resources), plus the non focal areas (8 M €). The PIR was jointly implemented by CEMAC and ECCAS, whose responsibilities are shared between the President of the CEMAC Commission and the Secretary General of ECCAS, which are each Regional Authorising Officer (RAO). Specific support was for the Economic Community of Great Lakes Countries (CEPGL) was implemented outside this framework. The amounts to be managed and the responsibilities of the two regional organizations are much higher compared to the 9th EDF. Capacity building of OR in monitoring the implementation of the 10th EDF funding was necessary. To facilitate coordination between CEMAC and ECCAS actions in the PIR, it was foreseen to create of a coordination mechanism. A Memorandum of Understanding was signed to this effect in Yaounde (Cameroon) July 8, 2010 between ECCAS and CEMAC. The two organizations also required support for ensuring that their procedures complied with international standards and for the development of their administrative and financial management capabilities to enable them, at medium term, to use their own procedures for the management of EDF funds. The overall objective of the expertise was to support the region (CEMAC and ECCAS) in the formulation of its needs of organizational and thematic support to facilitate the coordination of their activities through the implementation of the PIR. The specific objective of the intervention were asked to support the CEMAC and ECCAS in finalizing the Action Sheet and the Technical and Administrative Provisions of PAMEC together with its appendices detailing transfer into practice of the coordination taking account of the specificities and expectations of each OR, and institutional support that can be provided by the program.
