Mid Term Review of the BizClim Programme

The BizClim programme aims at enhancing economic growth and reducing poverty in ACP countries through the setting up of an enabling environment. Its specific objective is to improve legislation, the institutional setup and financial measures (the rules of the game) in ACP countries. The project in itself consisted of performing the programme mid-term review. This evaluation had to provide the decision-makers in the ACP Secretariat, the European Commission and the wider public with sufficient information to: - Make an overall independent assessment about the performance so far of the programme; - Make an overall assessment of the relevance of the supported activities; - Make an overall assessment of the quality of the proposals (sample of approximately 10) as well as the monitoring systems applied; - Identify and discuss the problems encountered and the solutions adopted and formulate concrete proposals for adjusting the Programme accordingly.
