Formulation and Technical Design of Trade Policy and Competitiveness Programme
Egypt's trade policy can be summarized as positioning Egypt as a regional hub for export oriented manufacturing and related Foreign Direct Investment (FDI), with a view to making Egypt a leading exporter of medium-technology goods by 2025. As part of the National Indicative Programme 2011-13, the European Union will be supporting the implementation of a large scale trade related assistance programme "Support to Trade Policy Reform and Competitiveness" (TPRC) that will address the main challenges of the EU-Egypt trade relation.
The purpose of this assignment was to formulate the technical assistance (TA) programme elements, and to prepare technical specifications for the related supply tender. It aimed at: i) formulating the TA programme and draft relevant programme formulation documents - Action Fiche (AF), Technical and Administrative Provisions (TAPs), logical framework and other annexes required for EC technical assistance procurement, ii) identifying the exact nature of the technology, physical equipment and/or ancillary services required to support the TA activities and draft technical specifications for relevant supply tenders
