Identification and formulation of EC TRA activities in Kenya.
In November 2007 EAC member states initiatled a Framework EPA (FEPA) with the EU – covering only markets access for goods - as first step towards the conclusion of a comprehensive EPA. After a series of negotiating rounds in which the EU and EAC could not agree on the signature of the FEPA, in June 2010 the parties decided to leave the FEPA unsigned and continue negotiations for a comprehensive EPA. The European Commission has been providing support to trade related activities in Kenya for many years and would like to continue giving support in this direction.
The global objective of this assignment was to ensure that the remaining EC support, earmarked for trade and private sector development in the context of the National Indicative Programme for EDF10, was mobilised in a co-ordinated manner with other donors and in line with the Government of Kenya priorities as well as with the East Africa Community integration agenda. The main specific objectives of this contract were: (i) identify potential activities to be supported by the EC and (ii) formulate the EDF programme and its detailed activities and budget.
