Support to NAO/NF for strengthening the supervision role over the management and control system of the Operating Structures for different IPA Components
On 30 October 2007, a Framework Agreement was signed between the Government of Macedonia and the Commission on the rules for co-operation concerning EC financial assistance in the framework of the implementation of the assistance under IPA. In the period July-December 2009, the national authorities received conferral of management powers for decentralised implementation of IPA Components III, IV and V. In December 2010, the country received the conferral of management powers for fully decentralised implementation of Component I-Transition Assistance and Institution Building. Component V – Rural Development is the only IPA Component implemented in a decentralised manner without ex-ante controls.
The management powers are conferred on the following structures, bodies and authorities responsible for decentralised implementation of IPA:
National Authorising Officer (NAO) bears overall responsibility for financial management of EU funds and effective functioning of management and control systems
National Fund (NF) is in charge of financial management of the assistance under IPA Regulation and the supporting of NAO in fulfilling its responsibility for effective functioning of management and control systems.
Operating Structure (OS) is responsible for managing and implementing the programme or programmes concerned in accordance with the principle of sound financial management.
The main objective of the established system is to prepare the country for the future implementation of EU Structural and Cohesion funds, and create the capacity to maximise the use of the available pre-accession funds through sound financial management.
The main objective of the assignment was to establish effective supervision of the management and control system in the implementation of the different IPA programs, guaranteeing legality and regularity of the underlying transactions.
