Technical Assistance for the development of the National Adaptation Strategy performance assessment framework and Technical Assistance preparation

The twin island Federation of St. Kitts and Nevis (SKN) is an emerging small open middle income economy. Historically, the economy was primarily dependent on sugar production until 2005 when a decision was made to close the sugar industry after more than 300 years of operation. The closure has had wide ranging economic, environmental and social impacts on the citizens, particularly the displaced sugar workers, their dependents and the communities located in the portions of St. Kitts referred to as the sugar belt. Therefore, the Government of St. Kitts and Nevis (GSKN) was presented with an opportunity to develop new strategies, programmes and projects to support economic and social transformation. In April 2006, the GSKN completed the National Adaptation Strategy (NAS) for the period 2006-2013 which identifies Tourism, Agricultural Diversification, Information and Communication Technology (lCT) and Financial Services, as sectors which would foster sustainable social and economic development. Furthermore, the NAS addresses other policy areas which will support the adaptation process such as employment, social services, education, health, land use and environmental restoration, energy generators, research and innovation and macroeconomic stability . In 2007, St. Kitts and Nevis became eligible to receive General Budget Support (GBS). The Performance Assessment Framework (PAF) is a critical tool in monitoring and reporting of progress in the implementation of the NAS and its focal sectors. The previous PAF covered the period 2007-2011 and was prepared in the context of the Multi-annual Indicative Programme (MIP) for the period 2007-2010. The SKN National Adaptation Strategy (NAS) Performance Assessment Framework (PAF) 2007-2011 was formulated as the basis for ongoing monitoring and evaluation of the progress made in the implementation of the activities as outlined in the NAS (2006-2013) along with the achievement of indicators outlined in the MIP (2007-2010). The development of the PAF for the period 2012-2017 is important to establish a framework for GSKN and donor partners to monitor and evaluate the progress in implementation of strategic actions articulated in the various policy and strategic documents. The PAF will be used as a template for reporting of key areas of the NAS and will be assessed on an annual basis by the GSKN and EU. It will complement the already existing results performance matrix for the variable tranche of the BS programme and will hence support reporting on overall progress of implementation of the NAS. Technical assistance is needed to support strategic interventions foreseen in the NAS and the priority sectoral strategies which will enhance sustainable changes for SKN. The aim of this assignment was to develop a monitoring mechanism of selected sectors of the National Adaptation Strategy (NAS) and prepare key technical assistance interventions. The specific objectives of the consultancy are to: (i) develop a simplified Performance Assessment Framework (PAF) for the period 2012-2017 to facilitate the ongoing monitoring and evaluation of the progress made in the implementation of the NAS. (ii) prepare a technical assistance plan including draft ToRs for key technical assistance interventions in preparation of the continued NAS implementation.
