TA for supporting the Capacity of the Audit Authority of the Republic of Serbia

The Rep. of Serbia has received candidate status for the EU membership early 2012 hence demonstrating that Serbia has a clear and firm orientation towards becoming an EU Member State. This implies continuing the European integration process and fulfilling numerous, complex and interrelated conditions. In order to be accredited for the implementation of the Instrument for Pre-accession Assistance (IPA), in the event of decentralised management, different structures and authorities (amongst which the Audit Authority – AA) have been designated in line with the requirements of the Framework Agreement and IPA Implementing Regulation. This FWC is intended to assist the Audit Authority (AA) to perform an assessment of the current situation and to develop terms of reference (ToRs) for the implementation of the technical assistance to be financed under IPA 2011. This should result in : - The AA implementing its audit annual work plans in order to audit all Financing Agreements in accordance with the Framework and Sectoral agreements and using Computer Assisted Audit Techniques - AA staff being able to provide for reliable opinions and reports In addition the FWC will assist the staff of the AA in the preparation of operational documents which are necessary for the AA to demonstrate its readiness when the Serbian authorities will submit the accreditation package to the EC for receiving confer of management. Global Objective: to strengthen the operational capacities of the Audit Authority to implement its audit and reporting activities in accordance with the requirements of the Framework, Sectoral and Financing agreements and in line with internationally accepted audit standards. The Specific Objectives of the assignment are : - To perform an assessment of the current situation and the needs of the Audit Authority including support in the drafting of operational documents required for the AA. - To support the preparation of ToRs for the IPA 2011 programme TA project for the AA.
