Technical Assistance to Technical Assistance to St Kitts and Nevis in Debt Management in Debt Management

This assignment aimed at reinforcing the capacities of the Government of Saint Kitts and Nevis in addressing the weaknesses identified by both the World Bank and the IMF in various aspects of the Government’s debt management functions. It forms part of the government’s wide-ranging fiscal and public finance management reforms and is specifically directed at strengthening debt management capacity and institutional arrangements within the Ministry of Finance to ensure the effective functioning of the Debt Management Unit (DMU) in line with recommendations of recent assessments by the WB, IMF and EU sponsored technical assistance, and an improvement in the overall management of public sector debt. The specific Objectives of this assignment were to : (i) Strengthen debt management capacity of the DMU within the Ministry of Finance through staff training in cost/risk analysis and sensitivity analysis and (ii) improve debt reporting. The expert has developed a comprehensive capacity building programme for the DMU and the debt office with the development of a procedures and training manual.
