Support to the Ministry of Education with the development of a realistic budget base for Vote 10
The Ministry of Finance of Namibia has decided to undertake Public Expenditures Reviews (PER) across the government. In this context, the Ministry of Finance had undergone extensive discussions with the Ministry of Education. They identified 84 key issues that represented the weakest links in the functioning of the education sector and discussed on recommendations on how they should be improved.
The recommendations were grouped in 8 areas and this assignment addressed one in particular, resources allocations and equity.
The main objective of the project was then to support the Ministry of Education with the zero-based budgeting exercise and the review of the Per Capita Funding system and its integration with on-going PFM initiatives.
