Feasibility Study for a Regional Public Finance Management Capacity Development Programme

The establishment of basic functional Public Finance Management (PFM) systems is a priority over the following years in African Countries. Well performing PFM systems are critical for improved governance, anti-corruption, service delivery and poverty reduction. To establish basic functional PFM systems there is a need for major PFM capacity efforts. Three regional bodies, CABRI, ESAAG and AFROSAI-E, are in the fore front of contributing to developing PFM capacity in Africa. In 2011, the National Treasury submitted a concept note for the development of a regional public finance management capacity development programme. The overall objective of this assignment was then, to conduct a feasibility study of this concept note. To determine the nature and the scope of such a regional programme. The aim was also to provide decision makers with a study suitable for capacity building intervention of public financial practitioners.
