Mission to support the implementation of the Public Financial Management reform in Morocco

Morocco has undertaken since 10 years major governance’s reform. The reform aims, through a change in culture, methods and practices, to re-establish public management on the principles of effectiveness, efficiency, results and transparency. This reform focuses on two areas: reform of human resource management and reform of budgetary resources management. On the public finances management, the reform aims to establish a fiscal management focused on performance and based on greater transparency. Since 2004, the reform of public management is supported by the European Union, in close collaboration with the World Bank and the African Development Bank, through the implementation of the Support Programme to the Public Administration Reform, currently in its second phase of implementation (2008-2012, 73 million), after a first phase, from 2004 to 2008, for funding of 79 million euros. Given the importance of this reform, the Moroccan authorities have decided, in consultation with donors, at the end of the first phase of the program, to re-establish the institutional and legal framework for the exercise of fiscal management through a reform of the Organic Law of Finance, to devote to consistency, generalization and maintain all the measures introduced so far. The general objectives of the mission were supporting the Government in the successive stages of adoption of the proposed new Organic Law of Finance, preparation and support its implementation In the context of the implementation of the decentralization process in Morocco, the expertise has provided support to the debate on the reform of local public finance
