Technical Assistance to the Public Finance Reform Management Coordination function in the Botswana Ministry of Finance and Development Planning

Botswana benefits from a sector budget support programme under the 10th EDF (2008-2013), the Human Resource Development Sector Policy Support Programme (HRD SPSP, €70.5m.), which started in February 2010. In July 2010, the Ministry of Finance and Development Planning finalized and presented a Public Finance Management (PFM) Reforms Programme which is one of the three general conditions to continue EU budget support operations. Demonstrated progress in Public Finance Management (PFM) reforms is also one of the three general conditions to continue EU budget support. The overall objective was to provide decision makers in the Botswana Government and the European Union with sufficient information to make an informed judgment about the achievement of the general condition on Public Finance Management progress, as a condition sine qua non for the disbursement of the annual budget support tranches of the EDF10 Human Resource Development Sector Policy Support Programme. The specific objective of the assignment was to assist the Government through in-country coaching to appropriately coordinate, sequence, synchronise and monitor and evaluate its PFM interventions.
