AT réorganisation des services déconcentrés du Trésor de la Republique du Tchad au travers de l’élévation de 5 trésoreries régionales au rang de comptables supérieurs

Several studies have established significant needs for improving financial management of the State. The modernization of financial management has become essential and the government committed itself to a program of reforms and improvement of public finances in the Modernization Plan of Public Finance adopted in July 2005. It aims at developing an effective and transparent public resources management in the next 5 years. Many weaknesses were remaining in the field of bookkeeping and accounting information transmission to the General Paymaster Treasury of the State. These weaknesses included the holding of a single-entry bookkeeping and slow data transmission times to the accounting division Post Accounting of General Paymaster Treasury. This deficiency has involved the establishment of a mechanism for a faster, smaller and more transparent public finances management in the decentralized services of the Treasury to improve the quality of budgetary and accounting information. In this context, the General Directors of the Treasury and the Director of Treasury and Public Accounting have planned to elevate to a senior Treasury accounting five Regional Treasuries (Moundou, Abeche, Doba, Sarh, Faya) and give them a chart of accounts and double bookkeeping. This study thus aimed to strengthen the management of public finances by improving the monitoring of operations and reducing delays in accounting operations centralisation to thereby improve the accounting and to shorten the time for repayment.
