Implementation of the EU Code of Conduct on division of labour in partner countries
Harmonisation and coordination stand high on the current international agenda for enhancing development cooperation. Key landmarks are the 2002 Monterrey Conference on Financing for Development, and the second and third High Level Fora on Aid Effectiveness in Paris 2005, and in Accra 2008. The EU has taken an active part in these processes.
In May 2007, the EU has developed a coordinated approach to enhance the complementary EU aid through the adoption of a Code of Conduct on Division of Labour (DoL). As a follow-up, a Fast Track Initiative on Division of Labour was drawn up by the Commission in collaboration with MS, defining a limited number of countries with a perspective of faster progress.
In preparation High Level Forum IV in Seoul in 2011, the EU has adopted an, "Operational Framework on Aid Effectiveness", containing a concrete set of measures to be implemented individually and jointly by EU-donors, to speed up the implementation of the Code of conduct on Division of Labour.
It was necessary to provide specific support to field offices to help them implement the DoL within their respective specific country situations.
The consultant has then contributed to progress in, and support of, the implementation of the EU Code of Conduct and other internationally agreed targets on Division of Labour (DoL). He has assisted with analytical and procedural work on the ground to guarantee the rapid definition of sustainable measures for the implementation of DoL in EU development partner countries.
He has on request provided ad-hoc, needs-based analysis and support on DoL issues to the Commission at HQ and on country-level.
The expert has supported the Commission in its discussions and negotiations with Member States on ensuring greater success in implementation of DoL and emergence of success stories
