Support to the Harmonisation of the Methodologies to Elaborate the Medium-Term Expenditure Frameworks

This support aimed at helping the Direction Générale du Budget and a selection of sectoral ministries to improve the quality of the sectoral MTEF documents, focusing on the training of the actors and on the elaboration of a shared methodology for the design and the preparation of the MTEF tool. The necessary activities for such a support implied a long-term (2 years) intervention through regular and punctual supports and according to determined steps. The support permitted to: • conduct a diagnosis of the available MTEFs to identify the strengths and weaknesses with respect to the elaboration of MTEF; • propose a harmonised approach to elaborate sectoral MTEF within the context of the new ECOWAS directives through the production of a guide on pluriannual financial management • design and organise a training on pluriannual financial management to the attention of executives of the DGB and of the targeted ministerial departments; • Accompany sectoral ministries so that they apply the methodological guide.
