Formation of Mali Senior Civil Servants in Handling the Logical Framework as a Tool for Budget Planning

For several years ADE has organised management training for Malian ministries on the Logical Framework Approach as a tool for preparing programme budgets. This training takes place around the month of May, at the time when ministries are in the process of planning programme budgets, followed in July by a workshop at which the budgets are reviewed. Ten ministries are trained each year. Senior staff of the Directorate-General for the Budget are closely involved together with researchers who provide close support in each Ministry. A first series of training workshops in ten ministries was held in 2006; a second series took place in 2007 in ten other ministries; and in 2008 a third series was organised for all ministries that had not so far received training. The training proceeded in two stages: an initial mission in May, prior to preparation of the budgets, for standard basic training on the Logical Framework Approach; and a second mission in July for a review and check of programme budgets being drawn up by the ministries involved. In 2009 the Malian Ministry of Finance decided to promote similar training courses in other institutions that were equally obliged to prepare programme budgets. They included the Supreme Court, the Constitutional Court, the office of the Auditor General, the Arbitrator of the Republic, the Supreme Council of Territorial Collectives, the National Council for the Struggle against AIDS, and the Commissariat for Food Security. In addition, certain ministries with corresponding needs also took part in the training. The training took the form of: • a one-day workshop in each selected ministry (May 2009); • a second one-day workshop focusing on the programme budget pilot studies being prepared by the participating ministries (July 2009). ADE offered as trainers a team of two macro-economists with long experience of budget management. Each participant received hard copies and digital copies of the transparency slides used during the course, and of the course manual.
