Thematic Evaluation of European Commission Support to Justice and Security System Reform

This thematic evaluation of European Commission support to justice and security system reform (JSSR) has been launched by the EuropeAid Joint Evaluation Unit within the framework of Evaluation Framework Contracts won by ADE. This evaluation started in April 2010 and will end in February 2012. The main objective is to assess the Commission’s support to JSSR over a period of 10 years (2001-2009) worldwide. This includes mainly Commission’s interventions in ACP, ENP (former MEDA and TACIS), Asia and Latin America in the field of law enforcement (police, etc.) justice services, government management bodies and civil oversights mechanisms, Disarmement Demobilisation and Reintegration (DDR) and border management. Each of these fields was tackled in a separate sectoral Evaluation Question. Even though no evaluation question was dedicated to Non-State Actors (NSA), this issue was mainstreamed throughout the process in order to evaluate the impact of Commission support to JSSR on people’s security, and gave rise to two Conclusions of the evaluation: a) limitations of the state capacity-building approach and the little emphasis placed on the invovlvement of NSA, and b) difficulties in measuring impact on people's security. This evaluation started with a structuring phase including the reconstruction of the Commission intervention logic in JSSR, the definition of Evaluation Questions and the elaboration of an inventory of all the Commission’s interventions in JSSR (based on data extracted from CRIS). The second phase was mainly desk work on a selection of 24 interventions related to JSSR. It included documentary analysis, interviews with Commission and Council staff and broad description of the justice and security context of a selected number of countries. The third phase was the field phase in 8 selected countries (Arménia, Chad, Colombia, Georgia, Guatemala, Indonesia, Rwanda and South Africa) in order to assess the Commission’s JSSR interventions in these countries. The fourth and last phase was the synthesis phase and the drafting of answers to the Evaluation Questions, Conclusions and Recommandation for the Commission Services, mainly DG DEV, DG RELEX and EuropeAid.
