Final Evaluation of the EU/ACP Microfinance Programme
This study is the final evaluation of the EU/ACP Microfinance Programme, the flagship programme for EU support in the field of microfinance. The evaluation, which covered the full period of the Programme, from 2005-2010, assessed the strengths and weaknesses of the capacity building support that the Programme provided to beneficiary organisations; and the impact upon those beneficiaries that resulted from the Programme’s interventions. It also assessed improvements at a meso and macro level and the spill-off effect on other sources of funding. Finally, it evaluated the pros and cons of the peculiar institutional set up of the Programme. Recommendations for follow-up actions were subsequently made. The state-of-the-art methodology included in-depth desk study, interviews with many stakeholders and visits to Kenya, Ethiopia, Rwanda, Cameroun, the Baharmas and Jamaica.
