Third Countries: Mid-Term Evaluation of the Belgian Survival Funds
The mid-term evaluation of the Belgian Survival Fund (BSF) was a thematic one, designed to cover the programme in its entirety, not the projects or the partners taken separately. The evaluation spanned the years 2000 to 2006. During this period 75 projects, some of which were already completed within the project years, were launched in the context of the BSF, while 23 organisations were partners of the BSF with which they reached a partnership agreement and agreed a strategic framework. By the end of 2005, the BSF was active in 20 countries in the field of food security but the projects were concentrated in 10 partner countries of Belgian bilateral co-operation. The core question to be examined during this evaluation was the added value by the BSF in the field of food security and in how far it had strengthened the institutional capacity of the stakeholders in the programme.
To answer this, the following was analysed:
• the pertinence of the strategy and the integrated approach developed by the BSF and its partners with respect to food security problems and the needs of the people deemed vulnerable;
• the effectiveness of the actions undertaken and their capacity to achieve the results expected in the domain of food security, as spelt out in the strategy adopted by the BFS: an important aspect of this strategy is the Fund''s capacity to reach the specific targets situated at three levels — that of the most vulnerable groups, secondly that of the zones suffering from chronic food insecurity, and finally the overall problematic context of food insecurity;
• the specific contribution in terms of strengthening the management capacity of the national and local authorities and the communities concerned;
• sustainability of the results;
• the efficiency of BSF implementation;
• BSF coherence with the other financing mechanisms of Belgian co-operation.
