Training and Technical Assistance for the staff of the Audit Authority within the Romanian Court of Accounts necessary for the auditing of funds managed through the ISPA programme
The instrument for Structural Policies for Pre-accession (ISPA) was established by the EC to assist candidate countries in their accession to the European Union, in the field of the environment and transport policies. The ISPA Programme was implemented in Romania in 2000 for the period 2000-2006.
• Following the amendment of the ISPA Financing Memorandum in 2003, the Romanian Government enacted Act no. 200/23.06.2005 establishing the Audit Authority, an independent body in charge of auditing funds allocated to Romania by the ISPA and SAPARD programmes and in the post-accession period.
• The project aims to supply the management and the auditors of the Audit Authority with the knowledge, skills and professional competence they need for the tasks of auditing the management and control systems, making sample checks and auditing the Declaration on the winding up of ISPA measures, under the ISPA Financing Memorandum, Annex III.4 - Sections 9-11 and 14-16. As part of the project, training in auditing skills will be provided through courses, seminars and assistance with the winding-up Declaration, designed to strengthen the capacity of the Audit Authority to complete its tasks.
